GENERAL BOARD MEETINGS & MINUTES FACS's Board of Directors usually meet on the 3rd Monday of each month unless otherwise noted. NC Charter School law requires that all board meetings are open to the public and each meeting's minutes are public record. Prior Board meeting minutes are included below. Public comment is a time for the community to provide feedback to the Board of Directors. For in-person meetings attendees must sign up at the start of the meeting in order to give public comment. Each community member is limited to 3 minutes of comment, with a total time allotted to public comment of 10 minutes. During remote meetings attendees may add their public comments to the chat feature which will be sent directly to the Board of Directors. Board members will then share the comments with the meeting attendees for up to 10 minutes. Public comment is also a time for the Board of Directors to listen to the feedback of the community. Board members can not respond to public comments during the meeting. However, the Board recognizes that each stakeholder is a vital part of our community and will take comments into consideration when making decisions, planning, providing feedback to administration, and completing committee work. BOARD OF DIRECTORS Chairperson - George Wilhelm gwilhelm@faithacademync.org George Wilhelm is a lifelong Faith resident who attended Faith Elementary School. He holds a B.A. from Pheiffer University where he took a number of teacher preparation courses and is a retired sheriff of Rowan County. During his tenure as Sheriff, George made significant accomplishments relating to drug enforcement and highway safety. As a member of the National Sheriff’s Association, Sheriff Wilhelm received the J. Stannard Baker Award for accomplishments with highway safety and served on the N.S.A. Committee for highway safety. As Sheriff, George had varied experience as a volunteer member of multiple boards of non-profit organizations in Rowan County. He is no stranger to the “nuts and bolts” of organizational operation, including handling a large budget and personnel management as well as supervision. Those who know him well recognize that volunteerism, especially that in the service of education, is undertaken with great commitment by George. Vice Chairperson - Dennis Ingold dingold@faithacademync.org Dennis Ingold is a lifelong Rowan County resident who attended the Salisbury city schools. He graduated from RCCC with a Machining Technology degree and has worked in the manufacturing sector since. He currently manages Carolina Stamping Company and is part owner of the multi-location corporation that Carolina Stamping is a part of. He moved to Rockwell with his wife Kathy in 1982 and together they have 3 children who were educated in the Rowan County schools and 5 grandchildren, 2 of those being current students at Faith Academy. He has been a past vice president of the Erwin Middle school booster's club and past president of East Rowan High school's booster club. He loves to watch his grandchildren participate in school and club sports and loves to spend time on the lake or at the beach. Treasurer - Robert Leslie rleslie@faithacademync.org Robert graduated from Appalachian State University with a B.T. Degree in Business and an M.A.Degree in Higher Education/Adult Education. He retired as Dean of Business, Manufacturing, and Information Technologies from Mitchell Community College in 2022. Robert spent twenty- four years in community college leadership working for four North Carolina Community Colleges and one South Carolina Community College. He also served as Executive Director of Smart Start Rowan in 2013. Robert currently serves on the One Church, One Child Advisory Board through Rowan County Department of Social Services. He is heavily involved in Rockwell Methodist Church where he serves as Chair of the Administrative Council and as a Lay Speaker. Robert is married to the former Robin Seaford, and they have two grown children: Dr. Brett Leslie (a Dentist), and Kyle Leslie (an Elementary Physical Education Teacher in Cabarrus County). Robert is the proud “Pop Pop” of four grandchildren: Owen, Kailee, Corbyn,and Caroline. In his spare time, he enjoys reading, walking, and spending time with his family. Secretary - Nick Lefko nlefko@faithacademync.org Nick Lefko attended Faith Elementary school as a child and graduated from Catawba College where he was a 4 year starter for the Catawba Baseball team. He has been an Aflac Independent Insurance Agent since 2008. Nick attends Shiloh Reformed Church of Faith and resides in Faith with his wife, Kara, his daughter, Brinley, his stepdaughter, Braelyn, and his son, Briggs. Director - Mark Brinkley mbrinkley@faithacademync.org Mark Brinkley received a BA in Mathematics from the University of North Carolina at Charlotte, an Associates of Applied Science in Gunsmithing from Montgomery Community College, and an Associates of Applied Science in Computer Engineering Technology from Central Piedmont Community College. Mark holds Secondary Education Licenses in Math and Technology Education. After 13 years teaching high school mathematics, technology and engineering, he has now transitioned to owning a business in Granite Quarry. He also serves as an Advisory Board Member for Montgomery Community College Gunsmithing Program. Mark lives just outside of Faith with his wife and daughter. Stephen Cowan scowan@faithacademync.org Stephen Cowan was raised in Rowan County, where he graduated from East Rowan High School and earned his degree from Catawba College. He is married to his wife, Brittany, and together they are raising four sons—Chance, Devan, Kade, and Ace. A dedicated community leader, Stephen’s passion for helping others has been a consistent theme throughout his life. From childhood experiences to professional milestones, his connection to the community remains deeply rooted. He is a volunteer with Second Harvest Food Bank and serves as a volunteer Track and Field coach in Rowan County, investing time and mentorship in local youth. Stephen is a Financial Advisor at Wells Fargo Advisors. He proudly serves individuals and families in Rowan County, Stanly County, and Davidson County. As an alumnus of Catawba College, Stephen is a member of the Tri‑Alpha Honors Society, which promotes academic excellence and supports leadership development and community service among first‑generation college graduates. Outside of his professional and volunteer commitments, Stephen is an avid sports enthusiast who enjoys cooking, traveling, and playing golf with friends and family. Allen Cress acress@faithacademync.org Allen Cress is a retired Chief of Emergency Services for Rowan County, proudly serving for over 30 years for Rowan County. He was born and raised in Rowan County, living in his childhood home, he grew up just outside of Faith, NC where he started riding his bike to Faith Elementary School in the third grade. He graduated from East Rowan High School in 1983. He started his Emergency Services career while in high school as a volunteer with Rockwell Rural Fire Department, eventually serving as its Chief for 20 years. He is an adjunct instructor with Rowan Cabarrus Community College, teaching CPR, EMT, 9-1-1, and firefighting classes since 1994. Allen currently serves as Council President for Organ Lutheran Church, past president of the Rowan Shrine Club, a member of Oasis Shrine, Salisbury York Rite Bodies, and is a member and Past Master of Keller Memorial Masonic Lodge # 657 and Treasurer of the Rockwell Rural Fire Department Board of Directors. Allen is married to Bonnie and together they have 3 adult children, 7 grandchildren and 2 cats. Director - Sheri Halpin shalpin@faithacademync.org Sheri Halpin attended Faith Elementary School and is a 1990 East Rowan graduate. She is currently employed by LMHT Associates, an architectural, engineering and design firm, where she works as a project manager. Sheri has over 25 years of experience in various phases of construction project management and continues to enjoy overseeing projects from start to finish. Sheri is married to David Halpin and has two children, Connor and Carson. Sheri is a member of Faith Academy Charter PTO, committee member of our local Boy Scout Troop 351, assistant club leader for Rowan County 4-H Hot Shots and volunteers with 4-H Rowan Rolling Pins. She is also a new member of Faith Community Endowment. In her spare time, she enjoys traveling with her family and friends, cooking and gardening. Attorney - John Hudson jhudson@faithacademync.org John Hudson is a lawyer and has practiced in his hometown of Salisbury since 1985. He was born and raised in Rowan County, grew up in the Fulton Heights neighborhood, and graduated from the Salisbury City Schools. He received his BA degree from North Carolina State University, his Juris Doctor Degree from Campbell University School of Law, and his Master of Laws (LL.M) in Taxation from the University of Alabama School of Law. He is a partner with the Salisbury law firm Shelby, Pethel, & Hudson, PA., and a member of the Salisbury Kiwanis Club, Rowan Shrine Club, Oasis Shrine, Salisbury York Rite Bodies, and is Past Master of Andrew Jackson Masonic Lodge # 576. A lifelong member of First United Methodist Church, Salisbury, he is married to Sharon Miller, the father of two adult daughters and has three grandchildren. FREQUENTLY ASKED QUESTIONS For FAQ's about the lottery process, click here. Q: Are charter schools public or private? A: Charter schools are TUITION-FREE , independent PUBLIC SCHOOLS of CHOICE that are authorized by the State Board of Education and operated by independent non-profit boards of directors. A charter school is considered its own Local Education Agency (LEA). Faith Academy would not be part of the Rowan-Salisbury school LEA. Q: If they are tuition-free, how are they funded? A: State and local tax dollars are the primary funding sources for charter schools. Funding for the schools come from federal, state, and local taxes. “The money follows the child,” so per pupil spending travels with the child to the school they attend. Charter schools DO NOT receive funds for CAPITAL expenses (building a school building, renovations, etc.) Q: Does Faith Academy partner with any outside organizations? A: Faith Academy is working with Charter Success Partners. With over 14 years experience, CSP provides financial, facility financing, and student information services to charter schools. Their services provide security and peace of mind for charter school boards and administration through sound fiscal and student information management, allowing the school to focus on student instruction. Q: Who can attend a charter school? A: Charter schools have open enrollment, CANNOT discriminate in admissions, and CANNOT associate with any religion or religious group. They must admit any child residing in NC who is qualified to attend NC schools regardless of which school district where the child resides. Q: My child has an IEP (Individualized Education Plan). Can they attend a charter school? A: Charter schools are PUBLIC schools, so they must provide special education and related services to all eligible students. FA will have highly qualified special education teachers. When a child enrolls in a charter school with an IEP from a previous school, the charter school must follow that IEP until the charter school's IEP team meets to review and revise the IEP or develop a new IEP. The North Carolina Policies Governing Services for Children with Disabilities are applicable for ALL public school administrators and staff. Pursuant to charter school law and the general statutes governing the education of children with disabilities, a charter school is considered an LEA for purposes of providing special education and related services to children with disabilities. Charter schools are obligated to identify, locate, and evaluate all students who are in need of or suspected of being in need of special education and related services. Q: How are charter schools held accountable to the standards they teach? A: FA will follow the NC Standard Course of Study , and, like all charter schools, it is REQUIRED to participate in the state’s accountability program, administer end-of-grade/ end-of course tests, and provide data needed for NC School Report Cards. Q: Do charter schools have to provide transportation to and from school? A: Charter schools may provide transportation for students enrolled at the school, but are not required to do so. The charter school must develop a plan so that transportation is not a barrier to any student who resides in the local school district in which the school is located. FA will have a transportation option. Most likely, it will be 1 or 2 school buses with strategic pick up and drop off locations. Q: Do charter schools provide free and reduced lunches? A: Charter schools are not required to provide free and reduced price lunches for students living in poverty. However, FA will provide free and reduced lunches to students who qualify. Q: Why do people select an NC charter school? A: Charter schools can provide increased choice and learning opportunities. They can encourage creative teaching methods. FA is a Project Based Learning school, will use Responsive Classroom, and will offer life skills specials and electives. Q: Why do teachers choose to work in an NC charter school? A: Charter schools can offer new professional opportunities for educators to innovate and improve instruction. While charter schools do not have to pay employees at the same rate as the state salary scale, FA will match the NC state salary scale. FA will also have a retirement program comparable to the state's. Q: Are charter school teachers licensed? A: The law requires 50% of charter school teachers to be licensed. However, charter school teachers must follow No Child Left Behind (NCLB) requirements for highly qualified staff. All teachers who are teaching in the core subject areas of Math, Science, Social Studies, and Language Arts shall be college graduates. Exceptional Children (EC) teachers must be licensed in NC with a specialty in the EC service area of delivery. ALL FA Core General Education and EC teachers will be licensed and highly qualified.
